The Department of Public Safety is a 24/7 operation supporting the safety and preparedness of the campus community.

The opportunity:

The Department of Public Safety is seeking applications for the position of Community Resource Manager. This exempt position plays a vital role in fostering a safe and secure campus environment while emphasizing community engagement and resource management. The Community Resource Manager will build strong relationships with campus stakeholders, respond to emergency and routine calls for service, conduct investigations, and oversee the College’s Communications Center operations. Additionally, this position requires expertise in patrol operations, investigative procedures, physical security, and communication systems, including Computer Aided Dispatch (CAD), CCTV monitoring, access control, and emergency response coordination.

Essential Responsibilities

 The Community Resource Manager is expected to fully embrace and implement the principles of community safety and caretaking by building partnerships that enhance campus wellbeing and security.

The Department is dedicated to upholding the College’s mission by providing proactive and responsive services that prioritize respect, trust, and accountability.

Responsibilities include but are not limited to:

  • Providing supervision, guidance, and mentorship to public safety personnel, ensuring attention to decision making that considers nature of urgency and scene management, in adherence to professional standards and department guidelines.
  • Oversight of the day-to-day operations of the Department of Public Safety’s operations unit, including patrol, communications, and shift supervision, including conducting and supervising patrol operations, incident response, and initial investigations with a trauma-informed approach.
  • Leading and participating in community engagement efforts, ensuring Public Safety personnel engage in effective communication and response to foster positive interactions with students, faculty, and staff.
  • Conducting performance assessments, disciplinary actions, and ongoing professional development for assigned personnel.
  • Leading training initiatives and ensuring staff are prepared for emergency situations.
  • Ensuring effective coordination and response to fire and security alarms, medical emergencies, and other campus incidents.
  • Maintaining and monitoring access control systems, CCTV, and other security infrastructure.
  • Serving as a liaison with external law enforcement, fire services, and emergency management agencies, when applicable.

Supervisory Responsibilities

  • Directly supervises the work of a team of Community Resource Leads, Community Resource Officers, and Communications Officers.
  • Effectively performs the following:
    • Organize workflow and ensure staff understand their duties or delegated tasks.
    • Conduct staff performance evaluations.
    • Communicate key issues and information to staff.
    • Provide fair, constructive, and timely feedback.
    • In partnership with Human Resources, follow disciplinary procedures as established in accordance with the employee handbook.
  • Participate in supervisory training opportunities.
  • Maintain a safe, diverse, and inclusive work environment.

 Who you are:

  • Possess excellent written and verbal communication skills, including the ability to communicate complex information clearly, accurately, and credibly to a wide range of audiences.
  • Demonstrated experience with leadership skills, including (but not limited to) supervisory, scheduling, communication, investigation, and de-escalation.
  • Ability to demonstrate critical thinking and remain calm during crisis situations and employ de-escalation skills as needed.

What you bring:

Required Qualifications

  • Bachelor’s degree with a minimum of five years of experience in security, public safety, law enforcement, emergency management or a related field or an equivalent combination of education and/or experience.
  • Minimum of three years of supervisory experience or relevant experience that demonstrates capacity to lead people and operations in a dynamic environment.
  • Demonstrate strong leadership, effective communication, particularly in high stress situations, and conflict resolution skills.
  • Experience with dispatch operations, emergency response coordination, and crime prevention initiatives.
  • Valid Driver’s License and ability to operate motorized vehicles.
  • Ability to work varied shifts, including nights and weekends, as needed.

Preferred Qualifications

  • Supervisory experience in a college or similar environment and/or experience in a busy office setting in a call-taking environment.
  • Safety, security, and/or preparedness experience, and/or experience in CPTED and APCO certifications.
  • De-escalation and/or Mental Health First-Aid Training and strong customer service/communication skills or similar training.
  • A background and understanding of preparedness and community safety concepts, with particular attention to support and response in a diverse living and learning setting.
  • Familiar with residential and work/learning setting, including navigating organizational policy or conduct expectations.
  • Familiarity with higher education regulations governing privacy, non-discrimination, and other services (e.g. Clery Act, FERPA, Title IX, ADA, etc).

Physical Demands

  • Must be able to traverse all types of terrain including up and down hills, and on off road uneven surfaces.
  • See objects in detail under various conditions (i.e., at night, up-close, far away, and peripherally).

Working Conditions

  • Ability to work varied shifts, including nights and weekends, as needed.
  • The position requires the Community Resource Manager to be exposed to environmental factors such as inclement weather, extreme heat and cold, and hazardous materials. CRMs are required to be available to work during inclement weather, or beyond typical scheduled shift in other emergency situations, even if the campus has otherwise canceled operations.

The market range for this position is $70,000-$85,000 per year, which represents the College’s good faith and reasonable estimate of the range at the time of posting. The salary offered is determined based on factors including, but not limited to, experience and education of the final selected candidate, departmental budget availability, internal salary equity considerations, and available market information.

Act 153 Clearance Required by Position 

This position may regularly interact with minors. Under Pennsylvania Child Protective Services Law, (23 Pa. Cons. Stat. §§6301, et seq.) employees who have direct contact with minors are required to obtain the following background clearances prior to the start of employment:

  • Pennsylvania Access to Criminal History (PATCH) through the Pennsylvania State Police
  • Pennsylvania Child Abuse History Clearance (PACA) through the Pennsylvania Department of Human Services
  • FBI Criminal History Background Check (FBI Fingerprint).

MVR Clearance Required by Position

Due to operating a College owned motor vehicle while performing essential job responsibilities for this position, a motor vehicle report (MVR) clearance is required prior to the start of employment.

Education Verification Required by Position

An education verification is required for this position because a college degree is a required qualification for this position.
